Different forms of conflicts in cyberspace are a reality: Elements of any political, economic and military conflict now take place in and around the Internet. Not surprisingly, therefore, cyber war has become a buzzword in the media and in the political debate. Many countries consider cyber attacks by non-state or state actors as one if not the major future security threat. This panel will look at the present and future threat of cyber war from various perspectives, combining both theoretical-conceptual, as well as empirical-practical viewpoints. It will distinguish between different forms of cyber conflict and their consequences for state, private sector and society in order to lay the ground for a level-headed threat assessment. Panelists will also discuss the pros and cons of different counter-measures.
