Although the prospect of the complete elimination of nuclear weapons may seem remote to some, prospective analysis of the implications of nuclear disarmament on the security of both nuclear-weapon- and non-nuclear-weapon-states is not premature. Indeed, it will help to determine the conditions under which such a process could be facilitated. This analysis should include scenarios related to existing and potential conflicts, threat perceptions, current and future military build-ups and technology, as well as responses to non-military risks.
