This panel will assess current discernable trends in terrorism and counter-terrorism nearly a decade after the 11 September 2001 attacks that profoundly impacted the fabric of international affairs. Over the following years, domestic and international security policies were dramatically overhauled to adapt to a transnational terrorist threat of a new type. Widely, the War on Terror and the variegated counter-terrorist measures adopted by most states confirm the rapid transformation of the global security context. What patterns can we identify today and what lessons can we draw from such evolutions in terrorism and counter-terrorism?
