Explosive weapons have considerable humanitarian impact. Civilians within the vicinity of an explosion are likely to be killed or injured by the blast and fragmentation effects. They may be harmed by the collapse of buildings or suffer as the result of damage to infrastructure vital to the civilian population’s well being. The use of explosive weapons also creates unexploded ordnance that persists as a threat to civilians until it is removed. In the latest Report of the UN Secretary General on the Protection of Civilians in Armed Conflict, the SG reiterated his growing concern at the humanitarian impacts of explosive weapons. He urged States and relevant organizations to deepen their understanding of these impacts through research and cooperation. The panelists will discuss the humanitarian impact of the use of explosive weapons and means to mitigate this impact, including through policies and practices aimed at the prevention of civilian harm.
