The complexity of modern warfare and armed conflict is presenting challenges for the categorization of conflict, in particular in relation to the distinction between International Armed Conflict (IAC) and Non-International Armed Conflict (NIAC). Hybrid forms of warfare involving irregular forces and including the actions of organized criminal groups is especially challenging. This panel will deal with topical issues in this field.
