In its Final Document, the 2010 Review Conference of the States Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) endorsed that in 2012, a conference shall be convened – to be attended by all states of the Middle East – on the establishment of a zone free of nuclear weapons and all other weapons of mass destruction in the Middle East. While agreement on such an endeavor has been decisive for the adoption of a final document of the NPT Review Conference, it remains unclear which states would be invited, which topics would be discussed, and what the outcome of such a conference could be. This panel will look at the various issues concerned, including the Iranian nuclear program, uncertainties about Syria’s nuclear intentions, Israel’s nuclear status, as well as Syria, Egypt and Israel’s non-accession to the Chemical Weapons Convention. Solutions to these issues will be essential for the preservation of the non-proliferation regime.
