This panel focuses on possible alternative futures in the South Caucasus. It will be introduced by the Chair - Dr Pal Dunay – who will briefly identify a common set of current threats and challenges, including inter alia, the status of ‘frozen conflicts’, the human security agenda, inter-state relations in the region, and the interests and agendas of external powers. Dr Uwe Halbach, an expert policy analyst and academic, will elaborate on a possible future characterized more by instability and the increase of strategic sources of insecurity. How might this scenario evolve? Ambassador Heidi Tagliavini, a distinguished diplomat, will then address a future perspective that has embraced opportunities that enable the potential for greater stability and the reduction of strategic sources of insecurity. This format will identify tipping points and critical thresholds to better stimulate discussion and inform external policies and strategies towards this region.
